The Dulles Corridor Chapter is proud that three of our members are on the NCMA Board of Directors for the 2017-2018 Program Year:
- Kim Rupert, CPCM, CFCM, Fellow—President
Kim Rupert is the Senior Vice President for Corporate Contracts, Procurement, and Pricing for SAIC. She is responsible for setting policy across the functional organization to facilitate business operations and ensure compliance with laws and regulations. She rejoined SAIC in this corporate capacity in December 2007 after a brief stint at QinetiQ North America as their Senior Vice President of Contracts and Procurement. Before that, she spent 12 years in positions of increasing responsibility at SAIC. Prior to that, she worked in the contracts department of Ideas, Inc., a company later acquired by SAIC. She is a graduate of the University of Maryland and received an MBA from Johns Hopkins University. She also has a Masters Certificate in Government Contracting from The George Washington University. She has previously served on NCMA’s Board of Advisors and as a Chapter Vice President and President of NCMA’s Baltimore-Washington Corridor Chapter.
- Patricia Garcia—Director
Patricia Garcia is Vice President of Contracts for Raytheon Intelligence and Information Systems. She has over 28 years of experience within government and commercial contracting, including 24 years at Raytheon Company. Before assuming this position, she was the Director of Contracts for Integrated Communications Systems of Raytheon Network Centric Systems. In 1984, she worked in acquisitions at the Robins Air Force Logistics Command Center. She holds an MBA in business administration and a bachelor’s in business administration from Georgia College. She is also a qualified Raytheon Six Sigma specialist.
- Heather Dallara, CFCM, Fellow—Director
Heather Dallara has over 13 years of federal services contracting experience spanning a variety of defense and civilian customers. Ms. Dallara joined General Dynamics in 2010 and in that time has supported Army, Navy, Air Force, Marine and Commercial customers. In her current role, Ms. Dallara is Staff, VP Contracts for General Dynamics Information Technology, Inc. where she leads the DOD and FMS contracts and subcontracts team for the company’s Global Solutions Division. In her role she oversees both contracts and subcontract management from pre-award through closeout. Prior to her current position, Ms. Dallara spent four years at L-3 Technologies, Inc. and Harris Technical Services Corporation where she began her career.
Ms. Dallara is a Certified Federal Contracts Manager and holds a MS in Management & Leadership form Marymount University and a BA in Communication Studies from Virginia Tech. In addition, Ms. Dallara holds a graduate certificate from the University of Virginia’s School of Continuing & Professional Studies in Procurement & Contracts Management. Ms. Dallara is a NCMA Fellow and was recognized as one of NCMA’s Top Professionals Under 40 Award in 2014. Ms. Dallara graduated from NCMA’s Contract Management Leadership Development Program (CMLDP) in 2010 and continues to support CMLDP as a mentor for current students. She has held numerous leadership positions in the Dulles Corridor Chapter, and also serves as a member of the Chapter Development Committee. Ms. Dallara has previously supported the Awards & Honors Working Group and the CMLDP Alumni Community.
