Program Description:
Clauses were added to the DFARS last year incorporating standards a contractor must meet for the Government to consider a business system acceptable. The systems covered by these new rules are:
Accounting System
- Earned Value Management System
- Estimating System
- Material Management System
- Property Management System
- Purchasing System
In addition, provisions are now included giving the Contracting Officer the authority to withhold a percentage of a contractor’s payment (up to 10%) if one or more significant deficiencies exist in one or more of the covered business systems.
