Program Description

This session will provide attendees a detailed look at the Government evaluation process and how source selection teams evaluate proposals in an LPTA and a best value trade-off environment. The speaker will discuss how the Government evaluates “acceptability” for LPTA competitions when the technical acceptability criteria is not well defined.  Additionally, the speaker will discuss the intricacies of best value trade-off and how the Government weighs technical and price factors.

Based on these two evaluation methods, the session will cover specific proposal strategies that will enhance a bidder’s chance of being rated acceptable in a LPTA competition and receiving a higher technical rating in a best value trade-off evaluation.

Attendees will learn the following points as a result of the session:

  • How the Government conducts evaluations in both a LPTA and best value trade-off source selection process
  • Strategies in responding to LPTA procurements when the technical acceptability criteria is not well defined
  • Proposal strategies that will enhance a bidder’s likelihood of receiving strengths (and minimizing weaknesses) in a best value trade-off evaluation.

About The Speaker

Mr. Shafer has supported proposal efforts of all sizes and types, from highly structured, multi-billion dollar efforts for large ID/IQ responses, to single award contracts valued from $5-100M. He has valuable procurement experience with a wide variety of DOD (Army, Navy, Air Force, Marines, and DOD components) and Civilian agencies, in addition to government-chartered corporations.
