About The Speakers

Bunnie PasternakMs. Bunnie Pasternak retired in January 2013 from the Federal Government with more than 30 years of subject matter expertise as a former United States Air Force Contracting Officer/Contract Specialist, Supervisory Contract Negotiator, as well as a Contract Law Attorney, Acquisition Fraud Counsel, and former Chief of the General Administrative Law Division at Hanscom AFB, MA. Ms. Pasternak has also been a Contract Law Attorney and Trial Attorney for both the United States Army and the Defense Contract Management Agency (DCMA).

Ms. Pasternak successfully launched her business in 2013, Innovation140 Consulting, LLC, as a Federal Government, contract management consulting and legal services firm, with a focus on advising companies of all sizes on how best to capture key Government contractual and grant opportunities. Ms. Pasternak’s company focus has expanded by virtue of her clientele base – generally small businesses on the cutting edge of technology and manufacturing for both commercial customers and Government agencies, working as both prime contractors and subcontractors at varying dollar values and complexities. Her work includes supporting the day to day contracting operations from pre-award efforts in business development through execution and contract closeout of contracts, grants, and Government related purchase orders. She has represented some of her clients before Suspension and Debarment Officials, IG investigators, auditors, and of course, her clients’ prime customers and their contractors. Ms. Pasternak has written and consolidated contracting procedures and policies, has developed a successful Government Property program that meets DCMA’s guidelines, and often provides training on basic Government contracts (pre-award and post-award), ethics, fiscal law, mandatory disclosure/compliance issues, fraud avoidance programs, and overall acquisition and strategic source planning.

Ms. Pasternak is a stalwart voice for small businesses’ intellectual property, their approach to contracting procedures and policies, and the standardization of terms and conditions as they grow as prime contractors and subcontractors on Government related programs/projects and commercial efforts. In addition, Ms. Pasternak regularly engages in providing the Government with her recommendations for improving upcoming regulations and clauses, especially as they affect small businesses related to Controlled Unclassified Information and has served as a speaker and/or moderator on the topic at several National Contract Management Association (NCMA) events. Leona CharlesMs. Leona Charles is currently the CEO/President of SPC Business Consulting LLC, a Programs Management consulting firm based in the Washington D.C. Metro area. Ms. Charles is a seasoned professional with over 15 years of experience in project management, acquisition and federal procurement reporting. She has proven experience in developing diversity goals in contracting and commercial departments, managing and developing diversity program reviews, policy implementation, advocacy, and strategic research. Key skills include: training, organizing, conducting analysis of organizational and projects, public speaking and staff development.  She supports a broad spectrum of clients including the manufacturing industry in the United Kingdom, the US Department of Defense and US nonprofit organizations.
