Program Description
The government requires contracting officers to use a “structured approach” for determining the profit or fee objective in most noncompetitive acquisitions requiring cost analysis, but the Federal Acquisition Regulation (FAR) offers few specifics on how to do this. This webinar discusses the FAR’s requirements, as well as agencies’ standard methodologies. It will also discuss the application of the most robust method of analysis: the Weighted Guidelines Method.
Learning Objectives:
- Apply FAR policies required to evaluate and determine appropriate amounts.
- Identify the federal agencies with established structured approaches to profit.
- Apply DOD’s Weighted Guidelines Method.

Tom Wells is Vice President of Dayton Aerospace Inc. a small Veteran-owned business specializing in acquisition-related consulting in support of industry and government clients. He has over 35 years of acquisition-related experience, including US Air Force executive leadership of major organizations, as well as direction of procurement operations supporting weapon systems life cycle management from research and development to production, test, and sustainment. Tom has proven expertise in program management, acquisition planning, proposal development, cost/price analysis, contract negotiation, supply chain management, policy formulation, program development and evaluation, and workforce development. He is a skilled public speaker, trainer, resource manager, and organizational/business process transformation agent. He served 13 years as member of the Federal Senior Executive Service (SES).
