​Maj Gen (ret.) Darryl Scott most recently served as a Commissioner on the Congressionally-mandated Advisory Panel On Streamlining And Codifying Acquisition Regulations, known as the “Section 809 Panel” after the Section of the 2016 Defense Authorization Act that established the panel. The Panel’s purpose was to “review the acquisition regulations applicable to the Department of Defense with a view toward streamlining and improving the efficiency and effectiveness of the defense acquisition process and maintaining defense technology advantage; and… make any recommendations for the amendment or repeal of such regulations that the panel considers necessary, as a result of such review….” The Panel concluded it’s work in July 2019, having made 98 recommendations for improvement to the Congress and the DOD.

Prior to his service on the Section 809 Panel, MajGen. Scott served as The Boeing Company’s Corporate Vice President of Contracts until his retirement from Boeing in 2018. In this role, MajGen. Scott was responsible for contracting policy, processes, operations, and compliance across the company. He serves as the company’s representative to industry and government regarding acquisition policy issues.
