Kim Rupert, CPCM, CFCM, Fellow

Past-President

In her role as SAIC’s senior vice president of Contracts and Pricing, Kim Rupert is responsible for the management and administration of the company’s contracts—bringing the company $4.5 billion of annual revenue. She sets policies and defines processes and procedures to ensure efficient enterprise compliance with the company’s business systems and federal regulations, and acts as liaison for SAIC with key acquisition and contracting executives amongst peer companies and throughout the federal government. She has been with SAIC for over 20 years, having briefly left the company to become the senior vice president of Contracts, Procurement, and Pricing for QinetiQ North America before rejoining SAIC in a corporate role. She currently serves as a member of the Council of Fellows. She also participates in industry associations such as the Professional Services Council, the National Defense Industrial Association, and is a past chair of the Procurement and Finance Executive Committee of the Aerospace Industries Association.

Heather Dallara, CFCM, Fellow

Director

Heather Dallara has over 14 years of federal services contracting experience spanning a variety of defense and civilian customers. She joined General Dynamics in 2010 and in that time has supported defense, civilian, national security, and commercial customers. In her current role,she is Staff, VP Contracts for General Dynamics Information Technology, Inc., where she leads the contracts team for the company’s Defense Division. She previously worked at L-3 Technologies, Inc. and Harris Technical Services Corporation. She is a graduate of NCMA’s Contract Management Leadership Development Program (CMLDP) and continues to support the CMLDP as a mentor for current students. She was recognized as one of NCMA’s Advancing Professionals in 2014 and has held numerous leadership positions in the Dulles Corridor Chapter.
